No. OTTO provides planning guidance for England, drawn from published planning documents and quoted back to you with its sources. It does not create an adviser relationship. For decisions with legal consequences, consult a qualified professional.

Not on its word, and that is the point of OTTO. It answers only from the documents in its library, and every claim carries a verbatim quoted passage with its document and paragraph reference. Each answer is checked independently against the passages it cites, and one that does not clear the check is shown flagged rather than hidden. When the documents do not answer, it says so instead of guessing. Every citation names a public document and paragraph, so the answer can be defended as it stands.

Before any release, OTTO sits an audited exam over the full library, and the result is published whether or not the release passed. The latest run scored 100% on citation accuracy. The full record is on the benchmark page.

The national layer that governs every district in England: the Town and Country Planning Act, the GPDO, the Use Classes Order, the NPPF and the rest of the planning statute book. On top of that sits each district's own layer: the adopted local plan, neighbourhood plans, emerging plans and evidence base. The library is kept in step with the official registers.

OTTO says so, plainly, and shows you what the documents do say nearby. A confident wrong answer is the most expensive thing an AI can give you, so OTTO would rather decline than guess.
